In plain words
MPRP (Malta Permanent Residence Programme) is Malta’s permanent residence by investment programme, with an entry threshold from about €150,000. It gives an indefinite right to live in Malta and travel freely in the Schengen area, but it provides neither a passport nor the right to work throughout the EU.
It is important not to confuse MPRP with MEIN, Malta’s citizenship programme. MPRP is a PR status: you become a permanent resident but remain a citizen of your own country. In exchange it costs roughly a quarter of the price of citizenship and is noticeably simpler and faster to obtain — without a long naturalisation period. The package usually includes a contribution to the state, the lease or purchase of a home in Malta and a charitable donation.
Who it suits: those who need a reliable European status and Schengen access here and now, without the aim of obtaining an EU passport immediately. MPRP is a “European base” with an eye to the future, available for a reasonable sum.

Frequently asked questions
01 /Does MPRP give a Maltese passport?
No. MPRP is a permanent residence permit (PR). An EU passport comes through a separate and far more expensive programme, MEIN.
02 /Can you work in the European Union under MPRP?
MPRP does not give the right to work throughout the EU — that is a privilege of citizenship. MPRP gives an indefinite right to live in Malta and travel in the Schengen area.
03 /How much cheaper is MPRP than Maltese citizenship?
Roughly four times: MPRP starts at about €150,000, whereas MEIN citizenship requires a far larger contribution plus a residence period. The exact amounts depend on family composition and the real estate choice.
04 /Do you need to live in Malta under MPRP?
You are not required to move to the island permanently. But the property (leased or bought) must be held for the term of the programme, and we check the conditions for keeping the status in advance.
05 /Does MPRP lead to citizenship?
Not directly. MPRP gives resident status. EU citizenship is a separate route, through the MEIN programme or lengthy naturalisation.
06 /Who can be included in the application?
The spouse, children and, as a rule, dependent parents. Family composition affects the final budget for real estate and fees.
