Citizenship by investment or golden visa: passport immediately or residence permit in 2026

Contents
One way gives you a passport in a few months and without moving, but this is not the European Union. The second one first issues only a residence permit, requires years of actual residence, but leads to EU citizenship with a return investment. This is not a dispute between countries - it is a dispute between two strategies. Let's look at what you get right away, how much money is lost irrevocably, how to calculate deadlines, and which of the two formats should you trust with your plans for 2026.
Briefly: what to choose
If you need a passport quickly and without moving, this is citizenship by investment (CBI): the Caribbean, Turkey, Vanuatu give the document in months, the money is spent mostly irrevocably, but you already have a second passport in your hands. If the goal is to gain a foothold in the European Union, live there and eventually receive an EU passport, your format is a golden visa: Greece, Portugal, Hungary, the UAE first give a residence permit for an investment (often repayable), and citizenship comes later and only with actual residence.
Rough rule: CBI buys the document, golden visa buys the right to status and seat. Below are the numbers for 2026, the full cost, timing and selection matrix for your goals.
Comparing formats side by side
Summary of two strategies for 2026. The figures for CBI are taken for the Caribbean and Turkey, for golden visas - for Greece, Portugal, Hungary and the UAE.
| Parameter | Citizenship by Investment (CBI) | Golden visa (residence permit for investment) |
|---|---|---|
| What do you get right away? | Full second passport | Residence permit (resident card) |
| Minimum threshold | Vanuatu from 130,000 USD, Caribbean from 200,000-250,000 USD, Türkiye from 400,000 USD | Greece from 250,000 EUR, Hungary 250,000 EUR, UAE ~545,000 USD (2 million AED), Portugal 500,000 EUR |
| Is the money coming back? | Contribution - no; property can be sold after being held | More often than not, yes: real estate, funds, deposits remain your assets |
| Time to status | 1-6 months | Residence permit for 1-9 months; citizenship - years |
| Required accommodation | No | There is almost no residence permit; for citizenship - real life in the country |
| Mobility | Visa-free for 90-150+ countries with a passport | Free movement within Schengen (for EU programs) |
| Path to EU passport | No (except Turkey - this is not the EU) | Yes, subject to residency requirement |
| For whom | Need a passport quickly, mobility, plan B | The goal is to live in Europe and/or obtain EU citizenship |
Citizenship by investment: passport immediately
CBI (citizenship by investment) is a direct exchange: you make a qualifying investment, pass a background check, and become a citizen, bypassing years of residence and naturalization. There is no moving, most often the entire process is remote.
Caribs
Five islands - Antigua and Barbuda, Dominica, Grenada, Saint Kitts and Nevis, Saint Lucia - after the OECS reform, raised the minimum threshold to USD 200,000. In practice, the amounts differ: Dominica - contribution from 200,000 USD, Grenada - from 235,000 USD to the national fund, Antigua - from 230,000 USD, Saint Lucia - from 240,000 USD, Saint Kitts - SISC premium contribution from 250,000 USD. The period is about six months. We have collected a detailed analysis of the islands in the review Caribbean passports by investment.
Grenada stands out separately: its citizens have access to an American E-2 investor visa under a bilateral agreement with the United States - a rare bridge to the States without emigration.
Türkiye
The Turkish program is the largest in terms of volume. The threshold is 400,000 USD in real estate with an obligation not to sell it for three years, or 500,000 USD in other assets. The period is about 10-12 months, a one-time trip is needed for biometrics. Türkiye is not EU, but gives a strong passport, eligibility for a US E-2 visa and a returnable asset. Details - in the material about Turkish citizenship by investment.
Vanuatu
The fastest and cheapest entry: fee from 130,000 USD for one (from 180,000 USD for a family of four), passport in 45-60 days completely remotely. An important nuance for 2026: the EU finally abolished visa-free entry for Vanuatu citizens to Schengen in December 2024, so the island passport today is a tool for mobility in Asia and a plan B, but not the key to Europe.
Golden visa: first a residence permit, then perhaps a passport
A golden visa does not grant citizenship. You invest and receive a residence permit; Citizenship is a separate and long story, to which actual residence and naturalization leads. But the investment is often repayable, and the status opens up Europe.
Greece
The most popular EU program. The threshold depends on the location: 800,000 EUR in Athens, Thessaloniki, Mykonos and Santorini; 400,000 EUR in other regions; 250,000 EUR under preferential schemes (conversion of objects, monuments). The residence permit is issued for 5 years, can be extended, there is no compulsory residence - but the lack of residence means that you will never receive citizenship until you actually move. Analysis by objects - in the guide about Greece golden visa.
Portugal
The route through real estate has been closed since October 2023, the current option is investment funds from 500,000 EUR with a horizon of at least 5 years. A minimum presence of approximately 7 days per year is required. Key change for 2026: the citizenship qualification has been extended from 5 to 7 years for citizens of the EU and Portuguese-speaking countries and to 10 years for everyone else (from May 2026). That is, the EU passport through Portugal is still possible, but longer than before.
Hungary
Visitor investor visa: EUR 250,000 to a regulated real estate fund (minimum 40% of assets - housing in Hungary), residence permit for 10 years, no mandatory residence, registration period is about 6 months.
UAE
Golden visa for real estate from 2 million AED (about 545,000 USD), residence for 10 years with auto-extension, without a sponsor. There is no UAE citizenship by investment - but there is zero income tax and status for the whole family. Full rating of European programs - in review European golden visas 2026.
Total cost: contribution versus return on investment
The main financial difference is not the size of the check, but its fate. With CBI, a significant part of the money is lost irrevocably: this is the fee for the passport. With a golden visa, the money often remains your asset, which can be returned when you leave the program.
- CBI fee: in the Caribbean, due diligence (usually 7,500-10,000 USD per applicant), state and passport fees, and legal support are added to the fee of 200,000-250,000 USD. For a family of four, the result is noticeably higher than the base figure.
- CBI, real estate: Turkey (400,000 USD) and island options through real estate provide repayment - the object can be sold after a holding period (3 years in Turkey, 5-7 years in the Caribbean), but liquidity and currency risks are on you.
- Golden Visa, Returnable Asset: Greek real estate, Portuguese fund, Hungarian fund, Emirati real estate - all this remains your property. When you exit, you get your capital back (minus market fluctuations and fees).
A simple example for a family of four. The Caribbean fee for four is approximately 250,000-320,000 USD plus fees and due diligence for each adult - and this money is never returned. The Greek golden visa at a threshold of 250,000-400,000 EUR applies to the same family without increasing the investment amount, and the object itself remains an asset that can be sold in a few years. On a ten-year horizon, the non-refundable cost of a golden visa is often several times lower, because you are essentially not spending a body of capital, but parking it.
The bottom line on the money: If you consider the net sunk cost, a golden visa is often cheaper in the long run - you only pay for service and fees, and the body of the investment is returned. CBI is more expensive in the non-refundable part, but you buy something that a golden visa does not immediately provide - a passport in hand in months, not years. Therefore, the correct question is not “which is cheaper”, but “what exactly am I paying for”: for a document now or for the right and place in Europe in the future.
Time frame and process step by step
The difference in timing is dramatic when compared to the final goal.
CBI (before passport)
- Vanuatu: 45-60 days.
- Caribbean: about 6 months.
- Türkiye: 10-12 months.
The steps are approximately the same: collection and legalization of documents, due diligence, making an investment, approval, issuing a passport. No relocation required (Türkiye - one trip for biometrics).
Golden visa (up to residence permit and before passport)
- Residence permit: Greece 6-9 months, Hungary ~6 months, UAE 2-3 weeks after purchasing the property.
- Citizenship: years of actual residence. Portugal - 7 years (EU/Portuguese speaking) or 10 years (others); other countries have their own qualifications and language exam.
That is, to obtain resident status, a golden visa is sometimes even faster than CBI, but to obtain a passport, it takes an order of magnitude longer and only on the condition that you actually live in the country.
What does the status give: passport against Schengen
Here the formats diverge fundamentally.
CBI - Passport Power. You are immediately a citizen: you can travel to visa-free countries with your new passport (Caribbean and Türkiye - 90-150+ destinations), open accounts, conduct business, transfer citizenship to children. Caribbean passports provide visa-free entry to Schengen (from the end of 2026 - through ETIAS registration for a symbolic 7 EUR), but not the right to live there. Grenada and Türkiye add access to the E-2 investor visa to the United States.
Golden visa - access to the place. An EU resident moves freely within Schengen, can live, and often work, study, receive treatment in the issuing country, gradually integrate and move towards EU citizenship. But without relocation, it’s still just a resident card, not a passport. The UAE adds to this a tax haven with no income tax.
There is also the issue of durability. Visa-free lists are a moving thing: the history of Vanuatu has shown that the EU can revoke visa-free travel for an entire country at once. Citizenship remains, but its mobility roadmap changes. EU residency is more stable in this sense: as long as you hold the investment and renew the card, access to Schengen does not depend on your home country’s bilateral visa-free agreements.
A short formula: CBI gives you the freedom to cross borders right now, a golden visa gives you the right to stay and settle in Europe. The first is appreciated by those who travel a lot and want a spare passport; second - those who build life and capital within the European Union.
Family Inclusion
Both strategies are designed for families, but the conditions are different.
- CBI: The application includes a spouse, children, often parents and sometimes siblings. In the Caribbean, a family of four often gets by without the basic fee jump (depending on the island), but fees and due diligence are added for each adult. Türkiye and Vanuatu also include spouse and children; Vanuatu has a family of four - from 180,000 USD.
- Golden Visa: Greece includes a spouse, children under 21 and parents of both spouses - all without increasing the investment threshold, making it one of the most profitable for large families. Hungary and the UAE also add spouse, children and dependent parents.
For a large family or a family with elderly parents, the Greek golden visa is often more economical per person; For a couple without long-term plans for Europe, a Caribbean or Vanuatu passport will be cheaper.
Due diligence: what BRIDGES checks for both programs
Both CBI and golden visas are reputation-based, so due diligence is a mandatory step in both formats. After the OECS reform, Caribbean programs tightened screening: requests to Interpol, verification of the source of funds, biometrics, sometimes an interview. Golden visas have their own controls - bank compliance, origin of capital, purity of a real estate or fund transaction.
Before launching any process, we conduct a preliminary check of the client’s profile: we look at sources of income, past refusals, tax residency and sanctions risks. This saves both money and time - refusal at the state stage means the loss of non-refundable duties and a damaged history. If you have questions about a specific program, a good place to start is free consultation, where we will say which format is realistic in your situation.
“During consultations, the first thing I do is separate two things that clients constantly confuse: buying a passport and moving to Europe are different projects with different prices and logic. Citizenship by investment gives you a document almost immediately, but does not give you the right to live in the EU. A golden visa gives the right to live and integrate, but a passport there takes years to earn. The most expensive mistake is to choose a format for a beautiful contribution figure, without considering the non-refundable part, the timing of naturalization and the tax consequences of moving. In 2026, with the extension of qualifications in Portugal and the abolition of visa-free travel in Vanuatu, the old schemes stopped working, and the solution needs to be rebuilt again for a specific family.”
Taxes: where the format changes the picture
Taxes are a common mistake in reasoning. A passport or residence permit in itself does not make you a tax resident - your real residence and center of vital interests make you one.
- CBI without moving: a Caribbean or Vanuatu passport usually does not change your tax residence unless you move. The islands themselves have no tax on global income - but this only works if you actually move the center of life there.
- UAE: a golden visa plus actual residence gives access to zero income tax - this is a strong argument for entrepreneurs.
- EU countries: Greece, Portugal, Hungary have their own regimes (including benefits for new residents), but when you move you are subject to their tax system. This requires an individual calculation.
The main thesis: the format itself does not optimize taxes - a well-thought-out change of residence does, and it must be calculated in advance.
Common mistakes when choosing
- Confuse residence permit with citizenship. The Golden Visa is a residence permit, not a passport. Many people are waiting for an EU passport for investment and are disappointed when they learn about the years of residence.
- Only consider the contribution. The actual CBI check includes due diligence, fees for each family member, legal fees. Sometimes the difference with a neighboring program is erased.
- Taking a passport for the sake of Europe where this no longer exists. Vanuatu has lost visa-free travel to Schengen - buying it for the sake of Europe in 2026 is pointless.
- Ignore EU citizenship deadlines. Portugal has extended the qualification to 7-10 years - the old calculations of 5 years no longer work.
- Thinking that a passport automatically changes taxes. Without relocation, residency remains the same.
- Save on profile verification. Refusal at the state stage is lost, irrevocable money and a stain on history.
Which format is suitable for whom: matrix by goals
We'll narrow down your choices to your priorities.
| Your goal | What to choose | Why |
|---|---|---|
| Need a passport quickly / plan B | CBI: Vanuatu, Caribbean | Document for 1-6 months, without moving |
| Minimum budget | CBI: Vanuatu | Lowest entry, from 130,000 USD |
| Live in Europe and integrate | Golden Visa: Greece, Hungary | Residence permit in the EU, free Schengen |
| EU passport in perspective | Golden Visa: Portugal | Path to Citizenship by Residence (7-10 years) |
| Access to business in the USA | CBI: Grenada, Türkiye | E-2 Investor Visa Eligibility |
| Tax optimization | Golden Visa: UAE | 0% income tax for residence |
| Large family/elderly parents | Golden Visa: Greece | Family without investment threshold growth |
| Return on investment is most important | Golden Visa (Foundation/Real Estate) | Capital remains your asset |
Final verdict
Choosing between citizenship by investment and a golden visa is a choice between speed and space. CBI answers the question how to quickly get a second passport without moving: Vanuatu, the Caribbean and Türkiye provide a document for months, visa-free and mobility, at the cost of a mostly non-refundable fee. The Golden Visa answers another question - how to gain a foothold in Europe and eventually obtain an EU passport: Greece, Portugal, Hungary and the UAE provide residence permits for more often returnable investment, access to Schengen and a long path to citizenship with actual residence.
If you need freedom of movement and an alternate airfield, take CBI. If you plan to live in the EU, raise children there and eventually become a European citizen, this is a golden visa. And if the goals are mixed, a competent combination of two statuses often works better than any one. Frequently asked
Questions people ask before deciding
01How is citizenship by investment different from a golden visa?
Citizenship by Investment (CBI) gives you an immediate second passport without relocating. The Golden Visa only provides residence by investment; Citizenship comes later and only with actual residence in the country.
02Which is faster - CBI passport or golden visa status?
Getting a passport is faster than CBI: Vanuatu 1-2 months, Caribbean about 6 months. A golden visa is also quick to obtain a residence permit (UAE 2-3 weeks, Greece 6-9 months), but citizenship under it takes years.
03Does the Golden Visa give EU citizenship?
Not right away. This is the path to an EU passport when meeting the residence requirement. In Portugal, from 2026, the qualification has been extended to 7 years for citizens of the EU and Portuguese-speaking countries and to 10 years for others.
04Which program is the cheapest?
For the non-refundable part - Vanuatu, contribution from 130,000 USD per person. But the Caribbean passport is stronger in terms of mobility, and golden visas return the bulk of the investment, which changes the picture for the long haul.
05Do you need to live in the country under CBI?
No. The Caribbean, Türkiye and Vanuatu do not require residency; Türkiye requests one trip for biometrics. The rest of the process is remote.
06Does a Caribbean passport give you the right to live in Europe?
No. It gives visa-free entry to Schengen (from the end of 2026 - through ETIAS registration), but not the right to live and work in the EU. To do this, you need a golden visa from the EU country.
07Is it possible to enter the USA through these programs?
There is no direct path to US citizenship. But Grenada and Türkiye give the right to an American E-2 investor visa - a working bridge for business in the States.
08Is the money invested returned?
With a CBI fee - no, this is a fee for a passport. When purchasing real estate (Türkiye, part of the islands), the property can be sold after a holding period. Golden visas (funds, real estate) are often refundable.
09Is Vanuatu suitable for European travel in 2026?
No. The EU abolished visa-free travel for Vanuatu citizens to Schengen in December 2024. Today this passport is useful for mobility in Asia and as a Plan B, but not for Europe.
10Which format is better for a large family?
Often a Greek golden visa: it includes the spouse, children under 21 and parents of both spouses without increasing the investment threshold. In the Caribbean, the family is also included, but duties are added for each person.
11Will a passport or residence permit help reduce taxes?
By itself - no. Tax residency is determined by actual residence. The tax benefit (eg 0% in the UAE) comes from the actual move, not the status itself, and must be calculated in advance.
12How do I know which format is mine?
If you need a passport quickly and without moving - CBI. If the goal is to live in Europe and eventually obtain EU citizenship - a golden visa. At a free BRIDGES consultation, we will analyze your money, timelines and plans and select a realistic option.
