Over the years of practice, I have supported dozens of such transactions - and I know where clients lose money and where everything goes smoothly. In this article, I analyze all three investment options, real terms, pitfalls with the seller and appraiser, and what a Turkish passport gives in practice.

Why Türkiye remains in the top

I’ll be : when clients ask about a quick second passport at a reasonable price, Türkiye is almost always among the top three options. Especially for citizens of Russia, Kazakhstan, Ukraine - those for whom European programs are closed or are simply too expensive.

The program has been running since 2017. During this time, the threshold was raised twice - from $250k to $400k. The real estate market in Istanbul and Antalya was growing all this time, so many clients ended up making a profit after selling after three years. This is rare for investment programs.

But the main thing is the simplicity of the mechanism. I bought the property, received an appraisal, and submitted the documents. No language tests, no residency requirements, no interviews. In 4–6 months - a Turkish passport for the whole family.

Three ways to a passport: which one to choose

The law provides for three investment options. I will analyze each one, without embellishment.

Most clients choose real estate - a lower threshold and an understandable asset. Deposits and bonds are taken by those who do not want to engage in the real estate market or already have their own property for other reasons.

In my practice, there was a case when a client chose a deposit because he did not trust the Turkish housing market. Formally, it’s a working path. But he lost more on the lira exchange rate in three years than he could have earned from renting an apartment. So consider everything together.

Real estate: the main rule about the seller

There is one critical requirement here that many agencies are silent on: the entire $400k volume must be purchased from one seller. Two objects from two different sellers - the amount does not add up for the program.

Why is this important? Because some agencies offer “buy two apartments for $200k from different developers” schemes. It doesn't work that way. I have seen cases when clients found out about this after the transaction - they had to sell one property at a loss and buy another.

The second key point is the independent appraiser. The cadastral value of the property, as assessed by an accredited SPK appraiser, must be at least $400k. The seller may say “the price is $420k, everything is ok” - but if the appraiser gives $380k, you will not be accepted into the program. Therefore, an assessment is ordered before the transaction, not after.

Popular locations: Istanbul (Besiktas, Sisli, Kadikoy), Antalya, Izmir. Office plans and apartments in residential complexes are suitable. Commercial real estate - too, if it meets the threshold.

Full terms and conditions of the program

The minimum formal requirements for the applicant are:

  • Age from 18 years
  • No criminal record (checked)
  • Investment meets program requirements
  • Confirmation of the source of funds

Accommodation in Turkey not required - neither before receiving a passport, nor after. This is important for those who take a passport as a spare without planning to move.

Türkiye officially allows dual citizenship. There is no need to submit a Russian or Kazakh passport. However, a number of countries may require notification of foreign citizenship - check with your jurisdiction.

For family: spouse and children under 18 years of age are included in the application without additional investment. Parents and adult children - no, they need a separate program.

Real time frame: what happens step by step

The official deadline is 4–6 months from the date of submission of the complete package. In practice - from 4.5 to 7 months, if there are no delays from departments.

Sample timeline:

  • Week 1–3: selecting an object, ordering an independent SPK assessment, opening an account in a Turkish bank
  • Week 4–6: purchase and sale transaction, obtaining tapu (certificate of ownership)
  • Week 7–8: collection and notarization of documents, apostille, translations
  • Week 9–10: submitting an application for an investor residence permit, biometrics
  • Month 3–4: approval of residence permit, application for citizenship to DGMM

The most common source of delays is an incomplete package of documents upon first submission. We prepare a checklist in advance and check it twice so as not to waste a month on resubmission.

Documents: what to prepare in advance

The list is standard, but the devil is in the details - especially with apostilles and translations.

  • International passport (valid for at least 6 months after the expected date of citizenship)
  • Birth certificate with apostille and notarized translation into Turkish
  • Marriage/divorce certificate (if available) - with apostille and translation
  • Children's birth certificates - each with an apostille
  • Certificate of good conduct from the country of citizenship - no older than 6 months
  • Documents for the property (tapu, SPK assessment, extract from the register)
  • Proof of source of funds (bank statements, tax returns)
  • 4 biometric photos of Turkish standard

Translations are accepted only by a sworn translator accredited in Turkey. Translations made in Russia or Kazakhstan are not suitable - they must be additionally certified through a Turkish notary office.

What does a Turkish passport give?

Türkiye is not Schengen, not the EU. This must be accepted . For those who are waiting for visa-free entry into Germany or France, this passport will not help.

What really works:

  • ~110 countries without a visa or with a visa on arrival: UAE, Japan, Singapore, South Korea, Brazil, Argentina, most countries in Africa and Latin America
  • US e-Visa - not available for Turkish citizens (standard B1/B2 required), but the very fact of having Turkish citizenship does not worsen the chances
  • Visa benefits compared to a Russian passport - Japan, South Korea, a number of Balkan countries give visas to Turkey easier
  • Opening accounts in Turkish banks as a resident - this works and gives access to a number of international payment systems
  • Doing business in Turkey - a citizen has full rights without restrictions for foreigners

Over the years of practice, I have seen clients for whom a Turkish passport has become the main working document when moving around the region. And I saw those who were disappointed, expecting European opportunities. Expectations must be set .

Features for Russian citizens

For Russians, Türkiye is now one of the few truly accessible options for investment citizenship. European programs are de facto closed or extremely difficult, Caribbean programs are formally open, but require complex compliance.

Specific Features:

  • Transfer of funds: Direct transfers from Russian banks to most Turkish banks are difficult. The real way is intermediate jurisdictions (UAE, Armenia, Kazakhstan) or cryptocurrency through regulated gateways. We help structure this step separately.
  • Notification of the Ministry of Internal Affairs of the Russian Federation: The law obliges Russian citizens to notify about obtaining foreign citizenship within 60 days after returning to Russia. For violation - an administrative fine. This is not a ban, it is a procedure.
  • Banks in Turkey: a number of banks have become more careful with clients from Russia after 2022. Ziraat, Vakıf work, some private banks require additional documents. The situation is changing - we will clarify at the time of the transaction.
  • Sanctions risks: Turkish citizenship in itself does not remove the sanctions status for persons on the SDN list. The program screens applicants and those under personal sanctions may be denied.

Risks and what worries me

I'll be : the program has vulnerabilities that you should know about in advance.

Devaluation of the lira. If you bought a property for $400k but the lira market value has fallen, it may be difficult to sell three years later for the same dollar price. Istanbul's dollar market is holding up better than in the regions - but this is not a guarantee.

The risk of a “gray” assessment. Some agencies offer schemes with an overestimated SPK for an object with a real value of less than $400k. This is a violation of the law, and in recent years the TUGRK (migration service) has begun to revoke such citizenships. I do not work with such schemes and do not recommend them to anyone.

Change of conditions. The program has existed since 2017 and has already been tightened twice. There is no guarantee that conditions will not change again. Those who want to be on time according to the current parameters are better off not delaying it.

Political factor. Türkiye is a country with its own foreign policy. The passport is respected in the region, but relations between countries affect the visa regime. This must be taken into account in long-term planning.

Due diligence: how applicants are checked

Türkiye is conducting checks in several areas - not as tough as St. Kitts or Antigua, but real.

What they check:

  • International sanctions bases (OFAC, EU, UN)
  • Interpol and national search databases
  • Source of investment funds - bank statements for 6 months
  • Criminal record - certificate from country of origin required
  • Previous refusals of visas from other countries (not automatically blocked, but taken into account)

Turchia checks less strictly than Caribbean programs - there is no separate paid due diligence fee. But this does not mean that there is no verification. In my practice, there have been refusals - as a rule, due to a discrepancy between the declared source of funds and the actual documents.

advice: Don't try to hide assets or underreport income on your documents. If the source of funds is non-standard - cryptocurrency, sale of a business, inheritance - this is explained in documents in advance, and not at the stage of questions from the department.

Family in the program: who to include

The basic rule is simple: one applicant-investor brings along his spouse and children under 18 years of age without additional investment.

What does this mean in practice:

  • Children from previous marriages - included if there is a confirmed relationship (birth certificate)
  • Adult children are not included automatically. They need their own investment or another way
  • Parents are not included in this program. There are no separate options for parents in the Turkish CBI
  • An officially unregistered partner is not included. Only legal spouse

An important caveat: if a spouse or child has citizenship of a country that does not allow dual citizenship, it is worth consulting their jurisdiction separately. Türkiye allows it - the question is what the law of their country says.

What to do after receiving your passport

Passport received - excellent. But this is not the end of the work.

First steps after obtaining citizenship:

  • Make sure the property is not for sale before three years. Violation will result in revocation of citizenship. Three years are counted from the date of registration of the tapu, not from the date of issue of the passport.
  • Keep the tapa and all transaction documents - they may be needed when renewing a residence permit and in banks.
  • Apply for a Turkish Taxpayer Identification Number (TIN) and open a bank account, if you haven’t done it yet, this is necessary for further real estate transactions.
  • Check your country's requirements about notification of second citizenship. In Russia - 60 days after return.
  • Consider tax planning. Turkish tax residency is a different story. The mere fact of citizenship without actual residence (183+ days) does not make you a tax resident of Turkey.

Who is suitable and who is not?

Over the years of practice, I have formed a clear understanding: Turkish citizenship is not a universal solution.

The program is suitable if:

  • You need a second passport quickly - in 4–6 months, without accommodation
  • Budget $400–450k including associated expenses
  • You are satisfied with a passport with ~110 visa-free countries without Schengen
  • Are you considering Turkey as a market for investment or business?
  • Do you want to diversify your jurisdiction for yourself and your family?

The program is not suitable if:

  • The main goal is visa-free entry into the EU or the USA
  • Are you looking for a program with greater family inclusion (parents, adult children)
  • You are not prepared for the risks of the Turkish real estate market and the volatility of the lira
  • Do you want tax advantages - Turkish citizenship in itself does not provide them

Alternatives on a similar budget: Egypt (from $250k, but weaker passport), Dominica or Nauru (from $90–200k, fast, but geographically limited passports).

Bottom line: is it worth going to Turkey?

My answer is yes, if you understand what you are getting. Türkiye provides a real work passport for reasonable money and reasonable time. The program has been stable for eight years. The real estate market in Istanbul allows you to enter and exit without major losses.

What I recommend before making a decision: vet the specific property and seller before the transaction, order an SPK appraisal early, and make sure the source of funds is cleanly documented. These three things determine 90% of the success or failure of an application.
