Turkish Citizenship through Business and Job Creation in 2026
Contents

Buying an apartment for $400,000 is not the only route to a Turkish passport. For entrepreneurs, the law provides two “business” options: create a minimum of 50 jobs with confirmation through the Social Security Administration (SGK) or invest $500,000 or more in the fixed capital of a Turkish company. This is not a path for a passive investor, but for someone who already has or plans to have a real production facility, factory, IT office or network in Turkey. Let's look at how this works in practice in 2026, how it turns out in reality and who it really suits.

Jobsfrom 50 Turkish citizens (full time, SGK)
Capital investmentfrom $500,000 (fixed capital)
Retention period3 years for both business options
Receipt timeapproximately 6-12 months

Business citizenship options: how they differ from buying an apartment

Turkey's Citizenship by Investment (CBI) program is best known for its threshold of $400 000 for real estate. But the presidential decision regulating the issuance of citizenship spells out six equal paths, and two of them are directly related to real business activity: job creation and investment in the company’s fixed capital. This is not a loophole or a “gray scheme” - these are full-fledged grounds on which a foreigner receives a passport on the same basis as the buyer of an apartment or the holder of a deposit.

The fundamental difference is that real estate, deposits or government bonds are passive assets: you invested money, held it for three years and left. Business options require a live business with turnover, personnel, reporting and taxes. The state here checks not a bank statement, but the actual work of the enterprise: whether contributions are paid for employees, whether production is going on, whether employment is real. Therefore, these options have historically been chosen not for the sake of a passport as such, but for those who, even without citizenship, have already built or planned a business in Turkey - a passport becomes a logical bonus to an investment that works.

We have compiled a detailed overview of all six bases and a comparison of thresholds in guide to Turkish citizenship by investment - here we will focus specifically on business routes.

Option to create 50 jobs: how it works

The first business path is employment at least 50 Turkish citizens at a Turkish enterprise. The figure is not accidental: until recently, the threshold was 50 people, it was raised for a while, and by the current presidential decision it was returned to 50. This lowered the barrier and made the route noticeably more realistic for a medium-sized business - a factory, a call center, a logistics hub, a hotel complex or a production line.

Not all employees are counted. They count only full-time Turkish citizens, officially registered in SGK (Sosyal Güvenlik Kurumu - Social Insurance Administration) and receiving at least the minimum wage. Not taken into account: foreign employees, part-time workers, seasonal and temporary workers, as well as “paper” rates without real contributions. That is, you cannot employ 50 people at a quarter rate or hire fellow foreigners - the system will immediately weed out such structures.

The fact of employment confirms Ministry of Labor and Social Security, which checks data directly against the SGK database. It is the confirmation certificate from this body that serves as the basis (Certificate of Eligibility) for applying for citizenship. The key requirement is that employment must be genuine and continuous: 50 jobs must not just be shown at the time of application, but retained throughout three year period. You can check the current status of the employing company through the official portal SGK.

Option to invest from $500,000 in the company’s fixed capital

Second business path - fixed capital investment from $500,000 into the fixed (authorized, fixed) capital of a Turkish company. This does not mean circulating money in the account or a one-time purchase, but the real capital assets of the enterprise: production equipment, buildings and structures for business, technological lines, infrastructure. The amount must be confirmed and recorded as capital and not as a short-term balance.

The fact and size of the investment is confirmed Ministry of Industry and Technology (in some formulations - a specialized economic department), which assesses that capital has actually been contributed to the company and is directed towards its activities. Here, as in the version with jobs, it applies three year retention: It is impossible to withdraw capital or liquidate an enterprise ahead of schedule - this will invalidate the basis for citizenship.

This route is suitable for those who are deploying a capital-intensive project in Turkey: a plant, processing, data center, hotel, agricultural complex. In essence, the state is saying: “Bring half a million dollars into the country in the form of working capital and keep it for three years - you will get a passport.” Unlike the option with personnel, there is no monthly fuss with the payroll fund, but the entrance monetary threshold is higher and the requirements for documentary confirmation of the origin and purpose of funds are stricter.

Real activity requirements and compliance

Both business options have one thing in common: the state verifies not intention, but fact. Turkish departments have learned to distinguish a real business from a storefront, and trying to imitate an activity for the sake of a passport is the worst strategy possible. Real activity is understood as a working enterprise with turnover, counterparties, tax reporting and - in the case of jobs - a stable wage fund.

The documentary load along the employment route is significant and lasts for all three years:

  • Salary statements (bordro) for each month for all 50+ employees;
  • SGK registration confirmations for each employee and regular contributions;
  • Employment contracts full-time employment with Turkish citizens;
  • Proof of continuity state - that the number did not drop below 50 during the retention period.

Along the route with capital, the main focus shifts to the financial side: confirmation of the contribution of capital, its intended purpose, the legal origin of the funds, the company’s financial statements. In both cases, standard due diligence applies - the source of money, the absence of sanctions and criminal risks. We wrote in detail about how Turkish departments conduct such checks and what grounds lead to refusals in the material about Real Cost and Hidden Costs of Turkish Citizenship.

Comparison: Business Options vs. Real Estate and Deposit

In order for the choice to be informed, it is important to place business routes next to the two most popular ones - the purchase of real estate for $400,000 and a bank deposit for $500,000. Each has its own profile of risk, liquidity and hassle.

The conclusion suggests itself: if the task is simply to get a passport as simply as possible, real estate or a deposit is almost always more convenient and cheaper to maintain. Business options are justified when business in Turkey is an independent goal, and citizenship comes as a makeweight. Then the investment works twice: it brings profit and at the same time provides the basis for a passport. Comparison with the deposit route is discussed in detail in the guide about Turkish citizenship via bank deposit.

Program conditions, family and registration deadlines

The general conditions are the same for all CBI routes, including business routes. Citizenship extends to the main applicant and his family: spouse and children under 18 years of age. An adult child is not included automatically - he will need his own investment or participation through the division of shares in the project. Türkiye allows dual citizenship, there is no need to give up your previous passport.

Receipt time for business options is approximate 6-12 months from the moment the investment is executed and confirmed by the relevant department. For the jobs route, the countdown actually begins after the staff has been recruited, registered with SGK and worked enough for the Ministry of Labor to issue a confirmation - so the actual preparation for submission takes longer than when buying a ready-made apartment.

It is important to remember the geopolitical profile of the passport: Türkiye not part of the EU and not part of Schengen, therefore, a passport does not provide visa-free Europe. But it opens up a rare opportunity - access to an American investor visa E-2: Türkiye is a US treaty country and a Turkish passport allows you to qualify to reside and do business in the US through investment. For an entrepreneur who is already building a company, this is a logical continuation of the strategy. Taxes and obligations of Turkish businesses in 2026

Business options mean that you become not only an investor, but also a taxpayer in Turkey through your company. Therefore, the fiscal side must be considered in advance. Basic guidelines for 2026 (rates are clarified from official sources):

  • Corporate tax - standard rate 25%; for banks and a number of financial organizations - 30%. Since 2026, internal minimum corporate tax 10% from adjusted earnings, which is paid by all corporate taxpayers.
  • Income tax for individuals - progressive, from 15% to 40% at increasing rates (15/20/27/35/40%). Part of the income equal to the minimum wage is exempt from tax.
  • VAT (KDV) - applies to most operations; rates depend on the category of goods and services.
  • Contributions to SGK - the employer bears social contributions for each employee; for a route with 50 jobs, this is a significant fixed cost item.

Fundamentally: non-residents do not pay Turkish tax on worldwide income - only income from Turkish sources is taxed. But the owner of an operating company in Turkey forms the tax base here by default, and under certain conditions can become a tax resident. This needs to be modeled individually - there is no universal answer. Our analyzes help you compare the Turkish tax and migration burden with alternatives UAE vs TurkeyandGrenada vs Turkey.

Expert commentary

“Business routes for Turkish citizenship are a tool not for a passport hunter, but for an entrepreneur who is already building a business in Turkey. I always ask the client one question: would you invest this money even if they didn’t give you a passport? If the answer is “yes,” the option with 50 jobs or capital of $500,000 works for you twice. If “no”, it’s more to take real estate or a deposit, because maintaining staff and complying with SGK for three years in advance is a serious operational burden. The most common mistake is to underestimate the continuity: the state looks not at the time of filing, but at all three years. That’s why we always build in a headcount buffer and model taxes in advance.”

Who is suitable for business options and who is not?

Let's be : for most private investors, whose only goal is a passport, business routes are overly complicated. Maintaining a staff of 50 people or freezing half a million in capital for the sake of a document that is easier to obtain through an apartment is an irrational waste of effort and money. These options were not invented for them.

Business options are truly justified for four profiles. First - an entrepreneur with an existing business in Turkey: a factory, a hotel, an agricultural complex, an IT company that already has or is about to have 50+ employees. For them, citizenship is a free addition to what is already happening. Second - an investor who is developing a capital-intensive project from scratch, for whom $500,000 in equipment and infrastructure is a working, not a “passport” amount. Third - someone for whom the connection with the American E-2 visa is important, and who plans to enter the US market. Fourth - a business that is considering relocating production to Turkey for operational reasons (logistics, markets, costs), and receives a passport along the way.

If you are a conservative investor without business ambitions in Turkey, it is more to look at real estate or a deposit. And to understand which route is optimal for your situation in terms of budget, timing and taxes, request a quote from BRIDGES GLOBAL.

Risks of business routes and how to close them

Business options carry specific risks that passive investments do not. Main - interruption of continuity of employment. If staffing falls even temporarily below 50 people over a three-year period, or SGK contributions are not paid, the basis for citizenship may crumble. Business is alive: layoffs, seasonality, cash gaps - all this beats the formal requirement. This is completed by a headcount reserve (not keeping exactly 50, but with a buffer) and disciplined accounting.

The second risk is refusal due to the “unrealism” of the activity. Imitation - registered but not working employees, or capital that is listed but not involved - is revealed during inspection and leads to refusal. Third - early withdrawal of capital or liquidation company before the expiration of three years the basis is canceled. Fourth - fiscal and currency surprises: an underestimated tax burden, devaluation of the lira, rising labor costs can turn a profitable model into a loss-making one.

It’s also worth remembering about geopolitics: passport does not allow Schengen and the EU, and those who were counting on a visa-free Europe will be disappointed. All these risks are manageable with a competent transaction structure, legal support and financial modeling before the start - which distinguishes a conscious investment from a gamble.

Frequently asked

Questions people ask before deciding

01How many jobs will need to be created for Turkish citizenship in 2026?

At least 50 full-time jobs for Turkish citizens officially registered with SGK and earning at least the minimum wage. The threshold was temporarily higher, but by the current presidential decision it was returned to 50. Foreign employees and part-time employment do not count.

02Which body confirms the creation of 50 jobs?

Ministry of Labor and Social Security of Turkey. It checks the data directly against the SGK (Social Security Administration) database and issues a confirmation certificate, which serves as the basis for applying for citizenship.

03What is the minimum investment amount in the company's capital?

From $500,000 fixed capital investment in the fixed capital of a Turkish company. These must be real capital assets - equipment, buildings, infrastructure - and not a temporary account balance. The fact of the investment is confirmed by the Ministry of Industry and Technology.

04How many years should you hold an investment?

Three years for both business routes. For the jobs option, this means continuously retaining a staff of 50+ people for all three years; under the capital option - a ban on early withdrawal of funds or liquidation of the company.

05How are business options different from buying real estate for $400,000?

Real estate, deposits and government bonds are passive assets: invested, held for three years, exited. Business options require a live business with turnover, personnel, reporting and taxes. They are more complex and troublesome, but justified when business in Turkey is an independent goal.

06What is considered real activity?

A working enterprise with turnover, counterparties, tax reporting and a stable wage fund. Turkish authorities distinguish a living business from a storefront: registered but not working employees or idle capital lead to refusal.

07Is family included in the application?

Yes. Citizenship applies to the spouse and children under 18 years of age. An adult child is not included automatically - he needs his own investment or participation through the division of shares in the project.

08Does a Turkish passport give visa-free entry into the EU and Schengen?

No. Türkiye is not a member of the EU or the Schengen zone, so a passport does not provide visa-free Europe. But it opens access to the American E-2 investor visa, since Türkiye is on the list of US treaty countries.

09What taxes will Turkish businesses pay in 2026?

Corporate tax is standard 25% (30% for banks and financial organizations), plus from 2026 a minimum corporate tax of 10% of adjusted profit. Income for individuals - progressive 15-40%. VAT (KDV) and employer contributions to SGK apply. Rates are confirmed according to official sources.

10How long does it take to obtain citizenship under the business option?

Approximately 6-12 months from the moment the investment is completed and confirmed by the relevant department. For the route with jobs, preparation takes longer: first you need to recruit staff, register it with SGK and receive confirmation from the Ministry of Labor.

11What is the main risk of the jobs route?

Disruption of continuity of employment. If the staff falls even temporarily below 50 people or SGK contributions are not paid within a three-year period, the basis for citizenship may crumble. This is closed by a reserve of numbers and strict accounting.

12Who is suitable for business options and who is not?

Suitable for entrepreneurs with an existing or capital-intensive business in Turkey and for those who need an E-2 visa to the USA. They are not suitable for conservative investors whose only goal is a passport: for them, real estate or a deposit are easier and cheaper to maintain.
