A family from Moscow obtained Saint Kitts and Nevis citizenship in 2019: the parents, a son who is now 17 and a daughter aged 9. The passports sit in a safe and come out two or three times a year for trips to Europe. In April 2026 their agent sent them an email they skimmed: something about biometrics, a deadline in summer 2027. In October they remembered it and asked us: "Is this serious?" It is. From 1 August 2027 a passport without biometrics will stop working for travel. Below is a step-by-step guide: who must enrol, what is collected, where, how much it costs and how to do it all in one trip.

In short

  • On 14 April 2026 the Ministry of National Security and the Citizenship by Investment Unit launched the national biometric enrolment and passport modernisation programme.
  • All citizens under the citizenship by investment programme, including dependants and children, must complete biometrics by 31 July 2027.
  • From 1 August 2027 only biometric passports are accepted for travel. Citizenship itself is kept.
  • Fingerprints, a digital facial image and a digital signature are taken, sometimes an iris scan. The visit takes 15-30 minutes.
  • Only an authorised agent can book, through the government portal. Centres operate on the island and abroad, including Dubai, Abu Dhabi and Istanbul.
  • Fees: $2,500 for the main adult, $2,000 for a second adult, $1,300 for a child under 16, including the new passport.

Why Saint Kitts is introducing biometrics

The Saint Kitts passport is valued for visa-free entry to Schengen and the UK. That access rests on large countries' trust in whom the island issues passports to. In December 2025 the US restricted visas for nationals of two neighbouring Caribbean states directly because of citizenship programmes, and the islands got the message. A biometric passport proves that the document went to the very person who was vetted, and it meets EU, US and UK standards.

For holders there are two consequences. You must go through the procedure in person once, and the new passport raises fewer questions at the border. Data is captured once and embedded in the passport: there is no need to re-enrol at renewal. The wider context of Caribbean changes is in our analysis "No more Caribbean passport without a trip".

Who is affected

WhoWhat is neededWhen
New applicant, filed from 14.04.2026in-person biometrics after approval in principlebefore passport issue
Citizen by investment, passport issued before 14.04.2026biometrics and a new passportby 31.07.2027
Dependants and children of citizens by investmentbiometrics for each, age-appropriateby 31.07.2027
Child born after citizenship was grantedfirst passport under the new procedureat issue

Note the children. The programme enrols children according to age-appropriate international standards, and enrolment is possible from age five. So usually the whole family attends, including the youngest. For children under five, check the procedure with your agent before booking. If a child lives separately or studies in another country, they can be booked at another centre, but the deadline is the same.

What this means for you. If Saint Kitts citizenship was obtained by investment before 14 April 2026, every family member with a passport must complete biometrics by 31 July 2027.

What is collected

The procedure is short: 15-30 minutes per person. Centre staff verify identity using the passport, take fingerprints, a digital facial image and a digital signature. Some centres also scan the iris. You show your Saint Kitts passport for identification only and do not surrender it. After the visit you and your agent receive confirmation, and the new passport application begins.

What to bring

  • Valid Saint Kitts and Nevis passports for each family member
  • The certificate of registration number for each person
  • The passport of your first citizenship for identity verification
  • The booking confirmation from the portal
  • For children: the birth certificate and the other parent's consent if one parent attends
  • Documents on any change of name or marital status since citizenship was granted

A practical tip: dress simply, without reflective jewellery or headwear unless religious. The face photo is taken to passport standards, and a poor shot sometimes has to be retaken.

Where to enrol

You can only book at official centres shown on the government portal at the time of booking. Currently there is a centre on the island and centres abroad: Dubai, Abu Dhabi, Istanbul, London, Ottawa, Toronto, the Washington DC area, Singapore, Hong Kong, Jeddah, Lagos, plus Iraq and a number of consulates. The list keeps growing, so check the current list on the portal when booking.

For Russian citizens the most convenient options are Dubai, Abu Dhabi and Istanbul: a short flight and entry without complicated visas. London suits those with a UK visa or entering visa-free on the Saint Kitts passport. London also has a VIP suite for an extra $500: a private slot, including evenings, and the whole family completes enrolment in one appointment.

What this means for you. Choose the centre easiest for the whole family to reach. There is no need to fly to the island.

Procedure for passport holders

  2. Registrationcertificate of registration number
  3. Booking and paymentcentre, date, fee on the portal
  4. Confirmationthe agent approves the booking
  5. Visit15-30 minutes
  6. New passportissued after biometrics

All booking and payment only through the government portal; other platforms are prohibited

Step 1

Appoint an agent

Contact an authorised agent, ideally the one who handled your citizenship. They will send a personal registration link and their code, which links your profile to them.

Step 2

Register

Create an account on the government portal using your certificate of registration number and personal details. A form is completed for each family member.

Step 3

Book and pay

Choose a centre, date and time and pay the fee on the portal. The booking moves to awaiting agent confirmation.

Step 4

Get confirmation

The agent reviews and confirms the booking in their portal. Only then is the visit finally scheduled.

Step 5

Enrol

Attend with the documents on the list. The procedure takes 15-30 minutes per person.

Step 6

Receive the passport

Once biometrics are confirmed, the new passport application begins.

Important: booking and payment go only through the official government portal. Booking through other platforms or third-party intermediaries is prohibited, and such bookings do not count.

How it went for the Moscow family

Back to our family. We started with a data check: it turned out the daughter's certificate used an old transliteration of her name, while her new Russian passport used the new one. For biometrics this mismatch had to be explained in advance by attaching both documents. In the meantime the son had become an adult by the programme's standards and was booked as an adult. Then the agent sent the link, the family registered on the portal, and we chose Dubai for the November school holidays.

At the centre it took less than an hour and a half for all four, most of it on document checks. Fingerprints, photo, signature, confirmation emailed to the parents and the agent. The family spent the rest of the days by the sea, combining the mandatory with a holiday. The new passports are processed after biometrics are confirmed, and until they arrive the old ones keep working as usual.

What this means for you. The biometrics itself takes half an hour. The time goes into preparation, so start with a data check, not with buying tickets.

Cost

WhoFeeIncluded
Main adult applicant aged 16+$2,500biometrics and new passport
Second adult in the family$2,000biometrics and new passport
Child under 16$1,300biometrics and new passport
London VIP suite+$500private slot and lounge for the family

Fees are all-inclusive and cover both biometrics and the new passport. For our Moscow family: the father as main adult $2,500, the mother as second adult $2,000, the 17-year-old son counts as an adult and his fee is confirmed on the portal at booking, the 9-year-old daughter $1,300. Add flights for the family to Dubai, a night in a hotel and the agent's services. The simplest way to save is to book the whole family on one day at the nearest centre.

Procedure for new applicants

If you applied for citizenship on or after 14 April 2026, biometrics are built into the process. You can book once the application has received approval in principle. No passport is issued without biometrics. The trip is usually planned between approval in principle and passport issue so as not to lengthen the overall timeline.

Do not confuse biometrics with the interview. The interview is mandatory for all applicants over 16 and is separate: by video, on the island or at an approved location abroad. For filing documents, see our piece on Saint Kitts and Nevis citizenship.

A plan to 31 July 2027

Less than ten months remain. The closer summer 2027 gets, the more people will be booking at the same time, so we advise completing the procedure by spring.

WhenWhat to do
October-December 2026contact the agent, get the link, check the whole family's data
Winter 2026-2027choose a centre, book, pay, plan the trip
By spring 2027complete biometrics as a family
By 31.07.2027receive the new passports
From 01.08.2027the old passport without biometrics is not valid for travel

What this means for you. Do not leave booking until summer 2027. If the centre is busy or data needs correcting, time may run out.

If you miss the deadline

From 1 August 2027 the passport of a citizen by investment who has not completed biometrics is deactivated for international travel. Citizenship does not end: you remain a citizen of Saint Kitts and Nevis and can enrol later. But until you receive a new passport you cannot travel on it.

This matters most for those who use the Saint Kitts passport as their main one for travel to Europe. A deactivated passport will not get you into Schengen, even if a visa or authorisation was issued on it. Until 31 July 2027 nothing changes: the old passport works as usual and can be used visa-free on the same terms.

What to do after receiving the new passport

A new passport means a new document number, and it must be updated wherever the old one was recorded. Banks and brokers where your Saint Kitts passport is on file. Airlines and loyalty programmes. The UK Electronic Travel Authorisation (ETA) is linked to a specific passport, so for trips to the UK you will need a new one for the new document. The same will apply to the European ETIAS once it launches.

If the old passport holds a valid visa from another country, check that country's rules: some states allow travel on a visa in the old passport alongside the new one, others require it to be reissued. And keep the old passport after it is cancelled: it documents your travel history.

Special cases

  • A family member lives in another country. They can be booked at the centre nearest to them, separately from the others.
  • A family member cannot travel for health reasons. Such cases are handled individually through the agent: inform them in advance and prepare medical documents.
  • A surname or marital status has changed. Update the citizenship register first, then book.
  • The passport expires before 31 July 2027. Combine renewal and biometrics: the new passport will be biometric anyway.
  • The passport is lost or damaged. Replacement will go straight through the new biometric procedure.

Common mistakes

  1. Booking in summer 2027 and missing the deadline.
  2. Not booking every family member: everyone with a programme passport must enrol.
  3. Errors in portal data: name and date of birth must match the passport and the certificate of citizenship.
  4. Using intermediaries outside the government portal: such bookings are not valid.
  5. Travelling with a child without the other parent's consent when only one parent attends.

Problems most often arise not at the biometrics itself but before it: a child's name is misspelled on the form, or a surname changed after marriage while the citizenship register still shows the old one. We first check the whole family's data against passports and certificates and only then book. Then the visit takes half an hour and goes without repeats.

For Russian citizens

For Russians with a Saint Kitts passport the main question is the trip to the centre. Entry rules differ by country, so the centre is chosen based on which passport you will enter on and whether you need a visa. It is convenient to combine biometrics with another trip: a holiday or a business meeting.

The centre may ask for your first-citizenship passport to verify identity. Check that your Russian passport is valid and that its data match the Saint Kitts passport: name transliteration, date of birth, married surname.

Checklist before the visit

  • Every family member with a programme passport is booked
  • Portal data match passports and certificates
  • The agent has confirmed the booking and the confirmation is saved
  • First-citizenship passports are valid
  • For a child with one parent, the other parent's consent is ready
  • Documents on name or marriage changes are packed

If even one item is not covered, it is better to reschedule than to travel and be turned away. Rebooking through the agent is quick; a second family trip is not.
