Where they started
Alexander did everything correctly - according to the rules that were in effect at that time. He selected Malta's classical investment program for the entire family, made the initial contribution, and passed preliminary compliance. All that remained was to proceed further with the procedure.
Why the standard route did not work
Then the ground shifted from under the program itself. The EU Court ruled that the classical "citizenship by investment" was inconsistent with EU law, and Malta liquidated MEIN. For those already inside the process, anxious uncertainty ensued: the case frozen, funds on state accounts, and the program under which they were invested no longer existed.
