Turkey's citizenship by investment program is marketed as a "passport for the whole family," and there is truth to that: a single investment of $400,000 covers the applicant, his or her spouse and minor children. But as soon as it comes to an adult son, an adopted daughter, or a child with a disability, the wording of the law ceases to be obvious. Let's look at the composition: who enters without additional payment, who needs a separate investment, what documents to prepare for each family member, and where applications most often fail in 2026.
Who is included in one investment: basic family composition
The logic of the Turkish program is simple: one person receives citizenship by investment - the main applicant, the one in whose name the investment is registered. Everyone else joins his application as family members. Law No. 5901 “On Turkish Citizenship” and by-laws define this circle narrowly and literally: legal spouse and minor children under 18 years of age. None of them make their own investment - one investment of $400,000 covers this entire group.
It is important to understand that the “spouse” here is a person in an officially registered marriage. A civil partner, cohabitant or “common law marriage” without an entry on the register is not suitable, even if the relationship has lasted for decades and there are children together. Türkiye only recognizes formal marriage, confirmed by a certificate. If the marriage took place abroad, the certificate must be legalized with an apostille and translated by a sworn translator.
The child's age is considered at the time of application, and not at the time of purchase of the property. This is a delicate point: if your son turns 18 during the process of collecting documents, it is better to submit an application before his birthday - otherwise he will automatically fall out of the basic composition and go into the category of “adult children” with all the ensuing difficulties. Minors and those born after naturalization
Children under 18 years of age are the most problem-free category. They enter the parent-investor's application without a separate investment and receive Turkish citizenship and a passport at the same time. The child is not required to know the language, live in the country, or have any qualifications - he inherits the status of the parent. In practice, it is for the sake of the future of their children that families most often enter the program: a Turkish passport opens visa-free access to dozens of countries and the opportunity to apply for an E-2 investor visa in the United States.
There is a separate question about children, born after the parent became a Turkish citizen. The principle of jus sanguinis applies here: the child of a Turkish citizen receives citizenship by birth, regardless of whether he was born in Turkey or abroad. That is, if a family issued passports in 2026, and in 2028 they had another child, he does not need any investment or a separate application - he is registered as a citizen by origin through the consulate or local registry office.
- Children under 18 are included in the investor's application, without additional payment;
- Children born after the naturalization of a parent are citizens by birth, automatically;
- A birth certificate with an apostille and sworn translation is prepared for each child;
- If the child has a different last name or one of the parents is not involved, the notarized consent of the second parent may be requested.

Adopted children: when the documents are completed
Adopted children are a frequent source of questions, because there is no biological relationship here, and Turkish law treats family composition formally. Basic rule: an adopted child under 18 years of age can enter the application on the same basis as a child, but only if the adoption is legally completed. The key word is “completed”. If the adoption procedure is in progress, guardianship has been issued temporarily, or we are talking about actual upbringing without a court decision, the child will not be included in the application.
In practice, this means that you need to present a complete package: a valid court decision (or other official act of the country of adoption) establishing adoption, a new birth certificate of the child with registered adoptive parents, and, if necessary, documents on changing the first and last name. All this is legalized with an apostille and translated into Turkish by a sworn translator. Turkish authorities actually check that, according to the law of the country of adoption, the child is legally equal to his own and is under the full parental care of the applicant.
A separate subtlety is age and timing. Since the adopted child is entering as a minor, he or she must also be under 18 at the time of filing. If the adoption was formalized a long time ago and the documents were issued many years ago, sometimes a fresh extract from the registry is required to confirm that the decision is valid and has not been cancelled. It is better to set aside time in advance for collecting and legalizing these papers - it is adopted children who most often delay the family application due to an incomplete package.
Adult children with disabilities and addictions
A separate and legally sensitive category - adult children with disabilities who are financially and physically dependent on the investing parent. As a general rule, a child over 18 is not included in the basic roster. But if an adult son or daughter is not able to support themselves independently due to disability and is actually dependent on the applicant, they can be included in the application - provided that this dependence is documented.
This is not an automatic right, but a decision made by the Turkish authorities based on the results of the review. It is necessary to collect evidence: medical reports on the state of health and the nature of the disability, documents on guardianship or trusteeship, confirmation that the adult child lives with the parent and is supported by him. All medical and legal documents from abroad are legalized with an apostille and translated. In essence, the family proves that we are not talking about a healthy adult who could invest on his own, but about a person who is unable to lead an independent life.
Since each such case is considered individually, it is impossible to give a guarantee of inclusion in advance - the wording “tentatively subject to inclusion with a proven dependence” is more than any promises here. Healthy adult children: your own investment or division of shares
The most common request in practice sounds like this: “I want to obtain citizenship for myself, my wife and my 22-year-old adult son - can it be done with one investment?” answer - No. A healthy adult child is not considered a family member for program purposes and is not included in the parent's application. He has two legal options, and both require money.
- Own investment. An adult child acts as an independent applicant and makes a full investment of $400,000 (real estate) or $500,000 (deposit, funds, government bonds). Then he himself can add his spouse and his own children under 18 to his application.
- Division of shares in a common object. The family buys more expensive real estate and divides it into shares so that each applicant for citizenship has a share worth at least the threshold. Conventionally, an object worth $800,000 can be divided into two shares of $400,000 each - and then both the parent and the adult child each claim their share.
The second option has a strict technical limitation: Turkish authorities do not accept for citizenship a share that is estimated to be less than the minimum threshold, and the division scheme itself must be correctly reflected in the TAPU (certificate of ownership). Therefore, it will not be possible to “attach” an adult child to the parent’s apartment for $400,000 by simply listing him as a co-owner - both of them risk not getting through. Parents, brothers and sisters: what not to expect
Sometimes investors expect to “cover” the older generation with passports – their parents, and at the same time their brothers or sisters. Sobriety is needed here: The citizenship by investment program does not apply to the applicant’s parents, siblings and other collateral relatives. The family circle is limited to the spouse and children. No degree of actual intimacy or cohabitation changes this.
This does not mean that parents cannot be brought to Turkey at all - it’s just that the path is different and not through the CBI. Elderly parents can apply for a residence permit (ikamet) on the basis of family ties with a Turkish citizen or on their own grounds - for example, through long-term rent or purchase of real estate under a resident residence permit. Over time, having lived in the country for the required period and fulfilled the conditions for naturalization, they can, in principle, apply for citizenship along the general route, but this is a separate long-term story that has nothing to do with the investment of the main applicant.
The conclusion is simple: if the goal is passports for parents, the investment program will not cover them, and it is impossible to include this in the budget of “one investment”. It is more realistic to plan a residency track for the older generation, and direct investment to the circle that the law actually includes.
How much does it cost and how to calculate the budget for a family
Let's put economics together, because this is where confusion most often arises. One investment - one “family ticket”, which includes the applicant, his spouse and minor (as well as, if applicable, adopted and dependent adult) children. Additional investments are not required for each of them - only the investment plus government fees and service costs for registration of each person are paid.

Documents for each family member
A family application is always a separate package of documents for each person plus “connecting” documents proving kinship. The lack of one paper for one of the family members slows down the entire application, so you need to collect it pedantically. The basic set looks like this:
- For the applicant: international passport, biometric photo, police clearance certificate, proof of investment (TAPU, bank statements), tax number, health insurance;
- For spouse: international passport, photo, marriage certificate (apostille + sworn translation), birth certificate;
- For each child: birth certificate with apostille and translation, international passport or insert, photo; for adopted children - a court decision on adoption;
- For an adult dependent child: additionally medical reports on disability and documents on guardianship/dependency.
Almost all civil documents issued outside Turkey undergo two mandatory steps: legalization with an apostille in the country of issue and translation by a sworn (yeminli) translator already in Turkey with notarization. If a document is issued in a country that has not signed the Hague Convention, the apostille is replaced by consular legalization - this takes longer and is more expensive, which is important to take into account in the timing.

Where family applications most often fail
A family application is only as resilient as its weakest link. In our experience, problems arise not in the investment part (everything is quite transparent there), but rather in the family composition and documents. Here are typical bottlenecks to check in advance:
- The child has “passed” 18 years of age between the purchase of real estate and the filing - and fell out of the basic composition. Decided by planning deadlines;
- Unfinished adoption - temporary guardianship or a procedure in progress does not give the right to include the child;
- Unregistered marriage - civil partnership is not recognized, an official document is required;
- Adult child share below threshold when dividing the object, both applicants risk refusal;
- Discrepancies in the spelling of names between documents from different countries;
- Lack of apostille or expired translation one family member at a time.
