Turkish citizenship by investment is one of the most affordable ways to get a second passport in 2026. The entry threshold is $400,000 for real estate. But between “bought an apartment” and “received a passport” there are seven points where applicants lose money or are refused. Some of the errors are not critical at first glance: the object is registered, the seller is happy, the money has been transferred. And then the cadastre rejects the application or the Ministry of Internal Affairs revokes the already issued citizenship. Why mistakes happen even among experienced buyers

Turkey's real estate market is well established for regular purchases. Agents know their stuff, notaries work quickly, TAPUs are issued in a day. The problem is that CBI is a separate procedure on top of a standard transaction. It has its own requirements, its own regulator and its own documents.

An ordinary realtor only sees the deal. A real estate lawyer only sees ownership. None of them is responsible for the final decision of the Ministry of Internal Affairs. The applicant is therefore left with the target, but stateless - and without understanding what went wrong.

Mistake 1. Buying an object from a Turkish citizen directly

It sounds strange, but this is one of the most common pitfalls. The applicant finds a good property, negotiates with the seller - a Turkish citizen - and finalizes the deal. TAPU received, money transferred. But the CBI application is rejected.

Reason: The citizenship by investment program requires that the transaction be qualified under separate regulations. A sale from an individual - a Turkish citizen - does not create the necessary trace in the register. The cadastral authority does not mark “purchased under CBI”.

In practice, objects from legal entities-developers or objects previously owned by foreigners are suitable. Before signing any agreement, check with a lawyer whether this particular transaction will give you the right to CBI status in TAPU.

Mistake 2: Independent valuation below $400,000

The seller wants $450,000. You are willing to pay $450,000. But an independent appraiser from the SPK (Capital Market Commission) register writes in the report $370,000 - and the program is closed.

The Ministry focuses on the evaluation report, and not on the price in the contract. If the score is below the threshold, the property does not qualify - even if you physically paid more.

What to do: before signing the contract, order a preliminary assessment from an accredited SPK specialist. It costs $300-500 and takes 3-5 days. If the valuation is borderline ($390,000-$420,000), look for another property with a margin - the rate changes, and it is better to have a buffer of $30,000-$50,000 above the threshold.

Error 3. Object in a closed area

There are areas in Turkey where foreigners cannot own real estate - military areas and districts where the share of foreign ownership has exceeded 25% of the area. In the second case, the cadastre simply refuses registration - without explanation.

This is not uncommon. In the popular tourist areas of Alanya, Bodrum, and parts of Istanbul, such a limit has already been reached in certain quarters. A realtor may sincerely not know the status of a particular plot - it changes as new registrations occur.

The only reliable way to check: an official request to TKGM (Cadastre Management) before signing the contract. The lawyer does this in 1-2 days. Skipping this step means risking that the deal will reach a dead end at the final stage.

Mistake 4. Selling the property before three years

The program requires holding the facility for a minimum of three years. This condition is specified in TAPU as a limitation. But some applicants don't take it seriously - especially when a lucrative buyer appears after a year and a half.

The consequence is harsh: citizenship is revoked. And not for the future - an already issued passport is revoked. All family members included in the application lose status at the same time.

Three years is not a recommendation, it is a legal condition. Selling earlier can only be done in exceptional cases with official permission, and this practice is extremely rare. Plan your finances so that the object is frozen for the entire period without pressure on liquidity.

Error 5. Money is transferred directly to the seller, bypassing the Turkish bank

The CBI requires documentary evidence of the path of the money: the funds must pass through a Turkish bank account and be converted into lira at the rate of the Turkish Central Bank (TCMB). This requirement was introduced to control foreign exchange transactions.

If the money is transferred directly to the seller’s account abroad or in cash, the chain is broken. The bank does not issue a conversion certificate, the cadastre does not accept the payment as qualified for CBI.

The correct scheme: open an account in a Turkish bank, deposit currency there, convert it into lira at the official rate, receive a bank certificate of conversion (Döviz Alım Belgesi) - and only then pay the seller. This takes 2-5 business days, but without this document the application will not be accepted.

Error 6. The sherkh is not registered in TAPU

Sherkh is a mark in the TAPU register that restricts the sale of a property for three years. It is placed specifically for the CBI: the cadastral authority sees that the property is participating in the program and cannot be sold before the expiration date.

Without a sherkh, the application for citizenship does not go through - the cadastre simply will not confirm the object’s participation in the program. Some transactions are completed without a sherkh due to inattention or because the seller is against it (the restriction reduces his flexibility as an agent for resale).

The sherkh must be affixed simultaneously with the registration of ownership - on the same day, in the same cadastral office. Check your TAPU statement immediately after the transaction: it should contain a restriction entry. If it is not there, correct it immediately before filing a CBI application.

Error 7. A child over 18 years old in the same application as his parents

The program allows you to include a spouse and minor children in your application. The key word is minors. A child who is 18 years of age or older on the filing date is considered an adult applicant.

This means one thing: he must make a separate investment of $400,000 and submit a separate application. It is impossible to include him in the parental application - they will refuse him for the whole family or exclude him without warning.

Practical advice: if the child is 17 years old and the application is planned in six months, count the dates. If your 18th birthday is less than six months away, either speed up your preparations or immediately plan a separate investment for it. This is not a disaster, but it requires a separate budget and separate support.

The program is considered fast by citizenship by investment standards. But "fast" does not mean "instant". Let's consider a realistic timeline without errors.

  • Selection and inspection of the object - 2-4 weeks.
  • SPK assessment + area inspection - 1 week.
  • Transaction, TAPU, sherkh - 1-3 days.
  • Bank account opening and conversion - 3-7 days.
  • Preparation of a package of documents for the Ministry of Internal Affairs - 2-4 weeks.
  • Review of the application by the Ministry takes 3-6 months.
  • Receipt of passports - 2-4 weeks after approval.

Family: who is included in the application without additional payment

A base investment of $400,000 covers the main applicant. The same application without additional investment includes:

  • A spouse is an officially registered marriage.
  • Children under 18 years of age - natural and adopted (adoption must be legally formalized).

Who does not enter without a separate investment:

  • Children 18 years of age and older - require your own investment of $400,000.

  • Brothers and sisters - only through your own investment.

The Turkish program is stricter than, for example, Antigua or Dominica in terms of family conditions. If the family has an adult child who needs to be included, set a separate budget right away.

What happens in case of refusal: money and deadlines

The failure of the CBI program is not the end of the story, but it is a serious setback. Let's look at the consequences for each scenario.

The object is not qualified: the real estate investment does not disappear - you remain the owner. But spent fees, transfers, assessments are non-refundable. You can sell the property immediately (the sher is not marked - there is no obligation to retain it) and start over with something else.

Refusal after marking: more difficult. Sherkh interferes with a quick sale, the restriction must be legally lifted. The procedure takes 1-3 months.

Cancellation after passport issuance (sale ahead of schedule): loss of citizenship for the whole family, inclusion in the database of program violators. Resubmission is possible in theory, but extremely difficult in practice.

Türkiye or other programs: when to choose Turkey

Türkiye is not suitable for everyone and not always. Here's a list of situations where the program is justified.

Document package: what to prepare in advance

Most delays in the process are not due to the object, but because of the documents. Apostilles, translations, and police clearance certificates take a long time to complete and have an expiration date. Prepare in parallel with the search for the object.

  • International passport - current, at least 2 years before expiration.
  • Birth certificate - notarized, with apostille and translation into Turkish.
  • Certificate of no criminal record - from the country of citizenship, with an apostille, valid for 6 months.
  • Marriage certificate (if any) - apostille, translation.
