Where they started
Nikolay does not acquire passports for passports' sake—he manages a commercial fleet, and for him citizenship was a working tool. The flag under which vessels operate determines which maritime law applies to them, how they are insured, how they are received in ports, and how they are viewed by charterers (those who lease vessels for cargo transport). When his previous flag became toxic for business, an urgent and critical question arose: under which flag should he re-flag.
Why the standard route did not work
Simply switching to any available flag is a poor solution. What was needed was a country with strong, recognized maritime law, a neutral reputation, and convenient logistics, so vessels could freely enter ports without raising unnecessary questions. Turkey met all requirements: respected maritime legislation, a neutral flag, and developed port infrastructure.
